Why the terms exist

These terms are consumer protection, not fine print. If a bid is lower because it skips the permit or the code-required expansion tank, that is not a lower price. That is a smaller job that fails inspection. And if the bidder is not licensed, you are the one holding the liability.

A water heater is a gas appliance holding 40 to 75 gallons of water against a wall in your house. When one of those is installed wrong, the failure modes are flooding, a vent that backdrafts carbon monoxide, and a manufacturer warranty the factory will not honor because a licensed contractor did not do the work. Matching a bid that leaves those things out would not be doing you a favor.

Why “Cheapest” Quotes Usually Aren’t

A water heater installation in this region generally runs somewhere in the high hundreds to the low thousands depending on the unit and what the code upgrades cost. When a quote comes in far under that, it is worth asking what came out of it. In our experience it is almost always one of these five things.

The permit

This is the most common omission and the most expensive one later. No permit means no inspection, which means nobody checked the venting or the gas connection. It also means an unpermitted appliance sitting in your house when you sell, and a buyer who wants it corrected and permitted before closing.

The code items

An expansion tank on a closed system, seismic strapping, correct venting, a proper T&P discharge line, a drip pan with a drain. Each one is a real part and real labor. A bid that leaves them off is not cheaper, it is incomplete. You will pay for them eventually, usually as a change order after the truck is already at your house.

Haul-away

Your old tank weighs 120 to 150 pounds empty and full of sediment. If it is not in the price, either it is a line item you have not seen yet or it is sitting in your garage when the truck pulls away.

How do I check whether a plumber is actually licensed?
