Montclair is covered by the Inland Empire Utilities Agency ordinance, which prohibits new self-regenerating salt water softeners here as it does in Chino, Chino Hills, Fontana, Ontario, Rancho Cucamonga and Upland.
Existing units are grandfathered and IEUA pays a rebate for removal. New installations are not permitted, and when an existing unit fails it cannot be replaced with another salt softener.

A compact city with mid-century housing
Montclair is one of the smaller cities in the area and a large share of its housing dates from the 1950s and 1960s, built out during the postwar expansion along the Foothill corridor.
That building era means no treatment loop roughed in, generally modest lot sizes, and utility spaces sized for the equipment of the time. On homes of that age we also keep an eye out for original galvanized supply line, which hard water narrows from the inside.
