Every year the water districts that serve Riverside County publish a report on what is in your tap water. It is called a Consumer Confidence Report, and by law they have to put it out. Almost nobody reads them, because they are full of tables and acronyms.
So here is the plain-English version for the districts that serve our part of the county. We will keep it to what the reports actually cover, point you to each one so you can check your own address, and skip the scare tactics.
What These Reports Are
A Consumer Confidence Report is a yearly summary of a water district's testing. It shows what was found in the water, how that compares to the legal safety limits, and where the water comes from. The short story across the board is the same. The districts test constantly and report that the water meets state and federal safety standards.
What the reports are good for, beyond safety, is telling you about the stuff you actually notice day to day, mainly how hard the water is and what gets added to keep it safe on the way to your house. Those are the parts we will focus on.
Eastern Municipal Water District (EMWD)
EMWD serves a big chunk of the area including Menifee, Perris, and surrounding communities. Their report covers the different water sources they blend and confirms the water meets safety standards.
For the things people notice, EMWD water runs hard, and like every public supply it carries a disinfectant to keep it safe through the pipes, which is where the faint chlorine smell comes from. Rancho California Water District (RCWD)
RCWD serves most of the Temecula and Murrieta area. Their reporting puts total hardness at roughly 184 milligrams per liter, which is about 10.7 grains per gallon. That lands the water solidly in the hard range, though not the very hardest in the state.
That level of hardness is enough to scale up a water heater over time, leave deposits on fixtures, and make soap harder to work with. It is the number behind a lot of the plumbing wear we see in the valley. Their full report is linked below if you want the rest of the detail.

Western Municipal Water District (WMWD)
Western Municipal serves other parts of Riverside County and supplies water in the region as well. Like the others, their report confirms the water meets safety standards and lays out the sources they use.
If your bill comes from Western Municipal, their report is the one to check for your specific area, since hardness and sourcing vary depending on where in their territory you are. It is linked at the end too.
The Short Version
Across all three districts, the message is the same on the thing that matters most. The water is treated and tested and meets safety standards. You do not need to buy bottled water out of fear.
The catch is the part the reports mention almost in passing: the water is hard. Hard water is not a health issue, but it is a real and ongoing cost to your plumbing. That is the honest takeaway from these reports for most homeowners here.
What to Actually Do With This
If your water is safe but hard, and out here it is, then the only real question is whether the hardness is worth treating for your home. For a lot of homeowners it is, because it protects the water heater and appliances that cost real money to replace. For others it is not a priority, and that is a fine answer too.
